Honorary Pro Chancellor : Dr. Leo Semashko

The Pro-Chancellor acts as a deputy to the Honorary Chancellor. This is the titular of non-resident head, given to dignitaries such as royalty or prominent world figure to represent the university in the global platform.



Dr. Leo Semashko is the State  Councilor  of  St.  Petersburg, Russia. He is a social philosopher and sociologist with over 20 years of pedagogical experience.

He had author more than 250 scientific publications, including 14 books. He is the Director of the Public Institute of Tetrasociology, Russia.

Dr. Leo Semashko sits as the Chairman of the World Advisory Board of International Association of Educators for World Peace ( NGO – UN ). He is the Founder and President, Global Harmony Association, head quarter in Russia.

He was the Director, Int. Website "Peace from Harmony": www.peacefromharmony.org that  had united about 300 co-authors from 46 countries of the  world  and the project was published in 17 languages.

Dr. Leo Semashko had authored with international contributors the following Global Projects: World Harmony/Peace Academy (2008); Magna Carta of Harmony (2007); Harmonious Era Calendar (2006); Making Children a Priority in the World (2005) .


Dr. Leo Semashko lives in St. Petersburg, Russia.

World  Harmony Academy (WHA): The Main Concept

The information society due to replace the  industrial  society,  requires  not  traditional  one-sided  but  all-sided harmonious  education  appropriate to a new society of universal information and new  priority  value  of  harmony.  The  scientific  theory  of  this society is tetra sociology,  which  unfolds  the  laws of its social harmony determining its harmonious  nature,  distinct  from  the  disharmonious  nature of an industrial society.


The  harmony  of this information society (civilization) is defined by harmony    of    its  four   necessary   and   sufficient   spheres   (social, information / cultural,  organizational / political, economic/technical ) and harmony of  the  appropriate  four  classes  of the population engaged in these spheres. These classes first realize themselves, their own priority role and their nature as  the  harmonious  social  actors only in an information society. They realize themselves  on  the  basis  of  the universal information (universal scientific knowledge)  of  four harmonious social spheres, their laws, a value priority and the  infinite  process  of social and individual harmonization. This information becomes  a  general  resource accessible to all the population of an information society  the  possession  of  which  can  only  occur in a context of continuous harmonious  education.


The  harmonious classes of this society require adequate general  harmonious  education  of  the population on the basis of the universal scientific  information  in  its  appropriate  system.  The  system  of  general continuous  harmonious  education begins with its source and constant generator:with  World  Harmony Academy (WHA). It should arise in this or that place on the planet in the coming years, as all necessary bases for its birth are prepared by human kind.  Its  realized  survival  and prosperity will begin from now on: the purposeful   harmonious   and  sustainable  development  of  global  spheres  of human kind,  during  which  all global problems which remained from an industrial society are solved. The world harmonious peace, excluding arms, wars, enmity and violence,  is  established  here too. New humankind and a new era begin from now on : the HARMONIOUS ERA of HARMONIOUS HUMANKIND.





WHA - A brief  definition


The  World  Harmony  Academy  is the beginning, source and generator  of  general  harmonious  education  all  over  the  world in this new century. General harmonious education is an education of children, youth and new generations  as  harmonious world citizens on a global scale. It is long winded, but  the  most  effective  way  for the achievement of indestructible harmonious peace  and its culture.


The  distribution  of  WHA  and  harmonious education worldwide  can  permit within 15-20 years not only to stop all modern wars but also  to  prevent  all  wars  in the future. It is the most effective action for peace, for common good and prosperity. Therefore the WHA is the most effective World  Peace  Academy  simultaneously.  Mahatma Gandhi wrote: "If we are ever to have  real  peace  in  this  world we shall have to begin with the children." We could add: we should begin with their harmonious and peace education.
