1. Institute of Prior Education
This institute offers Dual Degrees in recognition of prior qualifications for the graduates of institutions with government approved accreditation status. These intending students can apply for direct credit transfer to acquire an equivalent level degree from BOIU without any additional studies. Dual Degrees are only available for graduates from government recognised universities from any part of the world.

2. Institute of Distance Education
Over 100 programs at undergraduate and graduate level are being offered through the Institute of Distance Education. This institute uses the support service of the tuition, tutorial, text books and proctored examination in strategic alliance with other government recognised universities. All tuition materials are copyright of Indian government accredited Nagaland Global Open University and are shipped from New Delhi, India.
All tuition, tutorial, text books, proctored examination are handled directly by this institute. Examinations are held twice a year in many locations and government embassies around the world.
There are NO FAST-TRACK options for these degree programs. All requirements have to be completed over a MINIMUM of TWO YEARS covering FOUR Semesters. All communications are handles by the BOIU office of the Registrar.

3. Institute of Palestine Peace Development Studies
Programs are offered in collaboration with The Middle East Children Association (MECA) which is a non-profit organization established in 1996 jointly by Israeli and Palestinian educators. MECA focuses on the education systems of the two communities and provides teachers and students with a place to explore tolerance, difference, pluralism, human rights, democracy and mutual respect. It conceives new educational projects in which Israelis and Palestinians interact, implements social action projects and organizes forums for cultural exchange, thereby mobilizing consciences for the cause of peace.
The programs are handled by Dr. Ghassan Abdullah and is assisted by Dr Mariam Abo Turki . Dr. Ghassan Abdullah is an internationally recognized human rights advocate and a peace educator . Through this institute, the university offers Ph.D by Research and Honorary Ph.D.

5. Institute of Peace Keeping Studies
This would be a fully on-line program for intending students interested in UN Peace Keeping Missions. This programs are NOT linked to the UN neither are they supported in any way by the UN. Partial scholarships would be available for these programs at Diploma, Advance Diploma and Bachelor degree level. Negotiations are in progress with a prestigious on-line education provider in the USA and once a MOU has been concluded, details would be available here.

The Malaysian Law on Degree Granting Institutions.
In Malaysia, it is an offense under the Section 71 of the Education Act 1996 to:
"establish, operate, manage or maintain a higher educational institution by the use of the word “university”, except in accordance with any written law on higher education" and Section 72 prescribes a fine not exceeding fifty thousand ringgit ( about USD 15,000 ) or to imprisonment for a term not exceeding five years or to both.
Apart from the penalties prescribed by the Act above, other laws that regulate the establishment of universities prescribe various other penalties:
Universities and University Colleges Act 1971 Section 23 makes it an offense to:
"establish, form or promote or do anything or carry on any activities for the purpose of establishing or forming or promoting the establishment or formation of a University or University College otherwise than in accordance with the provisions of this Act or any other written law regulating its establishment. Prescribing a fine of ten thousand ringgit ( about USD 4,000 ) or to imprisonment for a term of five years or to both upon conviction.
Universities and University Colleges Act 1971 Section 24 makes it an offence to:
"establish, manage or maintain a higher educational institution with the status of University or University College" and /or to "issue to or confer on any person any degree or diplom purporting to be degree or diploma issued or conferred by a University or University College" unless it "is in accordance with the provisions of this Act or any other written law regulating its establishment". Prescribing a fine of five thousand ringgit or to imprisonment for a term of three years or to both upon conviction.
Private Higher Educational Institutions Act 1996
Section 76 of the Private Higher Educational Institutions Act makes it an offence to:
"establish, form, promote, operate, manage or maintain a private higher educational institution by the use of the word University, University College or branch campus". Prescribing a fine not exceeding two hundred thousand ringgit or to imprisonment for a term not exceeding two years or to both upon conviction.
Section 44 of the Private Higher Educational Institutions Act provides that:
"only a private higher educational institution with the status of a University or a University College or a branch campus may award degrees"
Section 77 makes it an offence under Private Higher Educational Institutions Act provides that:
"private higher educational institution which conducts any course of study or training program for which a certificate, diploma or degree is awarded contrary to the provisions of Section 44". Prescribing a fine not exceeding two hundred thousand ringgit or to imprisonment for a term not exceeding two years or to both upon conviction.
Furthermore, all legitimate higher education qualifications are placed on, or formally affiliated with the Malaysian Qualifications Framework under the provisions of the Malaysian Qualifications Agency Act 2007.
Limited exemptions are however granted to organizations and institutions "where the teaching is confined exclusively to the teaching of any religion" or "any place declared by the Minister by notification in the Gazette not to be an educational institution" under the Education Act 1996.
The Operating Status of Borneo Open International University
- Borneo Open International University is an American Corporation offering PEACE EDUCATION and ALLIED STUDIES through Virtual Learning Oportunity , Open Course Ware systems and in collaboration with Premier Distance Learning institutions from many parts of the world .
- The university's PEACE EDUCATION agenda is in support of the ideals and goals of the INTERNATIONAL ASSOCIATION OF EDUCATORS FOR WORLD PEACE ( NGO & Peace Messenger of the United Nations ) - www.iaewp.org and the UN Millenium Goals.
- BOIU does not have a physical campus presence in the USA, India or Malaysia as this helps in keeping the cost of education to its lowest possible levels. All learning opportunities are made through the internet.
- The Regional Off-shore Student Communications Centre are located in Kuala Lumpur, Malaysia , St. Petersburg, Russia and New Delhi, India due to economy of costs and political stability.
- Curriculum Research & Development and IP Protection office is located in New Delhi, India. All materials are printed in India and mailed as BOOKPOST from India.
- Shipment of course materials, student managed educational text books are delivered from New Delhi, India through the Nagaland Global Open University. All text books remain as copyright and proprietory of the Indian Government accredited Nagaland Global Open University
- MIT OpenCourseware is available on-line from the USA. Donations from students are made directly to OCW in the USA. BOIU is not in anyway linked to Massachusettes Institute of Technology. MIT-OCW is a free educational services made available to the world.
- Borneo Open International University Diploma and Degrees are signed by the Honorary Chancellor in the USA, Honorary Pro Chancellor in Russia and the Honorary President in India. All documents have security stamps and are printed on USA security paper with hologram stickers.
- Student records are maintained in the virtual depository.
- The official publication of the University is IAEWP Peace Progress Journal which is circulated FREE to heads of government and enterprises in 193 member states/countries under the UN membership charter.
- Graduations are held in India, Malaysia, Cambodia, Russia and the USA. Graduation would coincide with National or World Peace Congresses of IAEWP ( NGO-UN )
- Future ON-LINE education infrastructure would be jointly developed with American Institutions to provide courses in support of UN peace keeping Missions.
- No national accreditations are sought because each country requires the study of unnecessary compulsory subjects such as national language, religious studies etc to meet its accreditation requirements. If students require "accredited qualifications" then this is NOT a place for them.
